never come across this before and was at a loss as to what to do. Then I remembered WPQuestions.com.

I immediately logged in and posted my issue and within half an hour I had several replies, and my issue was solved. For anyone who is interested, you can create a user with administritive capabilities from within the MyPHPAdmin area of your hosting account. A process which is not for the faint hearted, especially if you have never seen what your MySQL databse looks like “in the flesh!”
My client is now able to log in to her site and all is right with the world. I love it when a plan comes together.
